Texas Children’s Hospital is looking for an accomplished and strategic Senior Director of Human Resources (HR) Business Operations to lead the operational backbone of our HR function. This pivotal role is responsible for ensuring that HR’s internal systems, processes, and data are efficient, effective, and aligned with our mission to provide world-class pediatric care.

This leader will oversee five key operational areas: HR Budget, HR Communications, People Analytics, HR Project Management Office (PMO), and HR Continuous Improvement. The Senior Director plays a vital role in ensuring that HR functions are not only operationally sound but also strategically impactful—supporting decisions, improving transparency, and delivering value to the entire organization.

This individual will partner closely with the CHRO and HR leadership to foster a culture of Humility, Excellence, Accountability, Respect, and Trust—Texas Children’s core values.

Key Responsibilities


Strategic & Operational Leadership

  • Serve as the operational integrator for HR, aligning planning, analytics, communications, and project execution.
  • Drive internal coordination to enhance HR effectiveness and employee experience.
  • Advise the CHRO on business performance, risks, and opportunities across the HR organization.

HR Budget

  • Oversee development and monitoring of HR’s operating and capital budgets.
  • Partner with Finance and HR leaders to ensure transparency, fiscal responsibility, and value delivery.
  • Support business cases, ROI analysis, and vendor management for HR programs.

HR Communications

  • Lead and implement internal HR communication strategies to drive clarity, alignment, and engagement.
  • Collaborate with Marketing and Communications to maintain consistency in HR messaging.
  • Develop communication plans for key HR initiatives, policies, and leadership updates.

People Analytics

  • Deliver actionable workforce insights that inform HR and operational strategies.
  • Analyze trends in turnover, engagement, performance, and talent movement.
  • Advance the analytics capabilities of the HR team and promote data-informed decision-making.

HR Project Management Office (PMO)

  • Build and oversee a centralized PMO to manage system-wide HR initiatives.
  • Ensure projects are prioritized, executed on time, and evaluated for impact.
  • Standardize project tools, templates, and governance frameworks.

HR Continuous Improvement

  • Lead a culture of continuous improvement across HR functions.
  • Identify and implement process innovations that enhance HR efficiency and service delivery.
  • Support organizational excellence through change management and operational rigor.

Shared Accountabilities

  • Complete timely performance appraisals for direct reports.
  • Ensure timely onboarding and orientation of new HR staff.
  • Prepare and submit annual capital and operating budgets.
  • Monitor financial performance and report monthly updates.
  • Manage investigations and follow-up on employee and patient concerns.
  • Contribute to The Joint Commission accreditation readiness and compliance.

Qualifications

  • Required: Bachelor’s Degree
  • Preferred: Master’s Degree in Business Administration, Human Resources, Healthcare Administration, or a related field
  • Required: Minimum 8 years of progressive leadership experience in HR operations, strategy, finance, or related areas
  • Preferred: Experience within a healthcare system or complex, matrixed organization

  • Proven success leading cross-functional HR operations and delivering strategic results
  • Strong budget management, business analytics, and project leadership skills
  • Expertise in data platforms, budgeting tools, and project management systems
  • Exceptional communication, collaboration, and organizational influence skills
  • Ability to lead through complexity and manage multiple priorities effectively
  • High integrity and commitment to organizational values
  • Hybrid work model with occasional travel between campuses and affiliated sites
